The State Bar is run, at least in part, by the State Supreme Court.
It is important to note the distinction between the State Bar and the American Bar Association (ABA). Law schools are accredited by the ABA, not by the federal government’s higher education authorities.
When attorneys pass the Bar Exam, the Bar Association issues them a bar card with a unique bar number. They then appear before their State Supreme Court and are sworn in by a judge. The judge issues them a certificate of good moral character and ethical standing, along with the privilege to practice law. In other words, they receive admission to the bar.
However, the State Supreme Court often mischaracterizes this certificate as a “license” to practice law.
