An Open Letter from One of the People – Naomi Johnson – to the Glen Ridge Police Department, the Essex County Prosecutor, and All Public Servants Who Took an Oath to the Constitutions

I, Naomi Johnson, one of the sovereign People of New Jersey, do hereby put every public servant on notice of the following trespasses committed against my person, my property, and my unalienable rights by Glen Ridge Police Sergeant Anthony Mazza on [date of incident].

I have reviewed every document, every recording, every ticket, every towing paper, and every law. This is not my opinion — this is fact, matched point-for-point to the oaths you took, the Internal Affairs Policy & Procedures you are bound to obey, and the Constitutions you swore to uphold.

Here is the blueprint of how Sgt. Anthony Mazza betrayed his oath and committed multiple acts of official misconduct (N.J.S.A. 2C:30-2), constitutional trespass, and violations of Attorney General directives:

1. He crossed into Montclair with no jurisdiction, no mutual-aid agreement, and no delegated authority — a direct violation of State v. Scotus, 114 N.J. 327 (1989) and AG Directive 2021-6 §III.

2. He ran my license plate with no reasonable articulable suspicion of any crime — a violation of the 4th and 14th Amendments (Delaware v. Prouse, 440 U.S. 648 (1979)).

3. He activated his silent emergency lights to force me to stop. N.J.S.A. 39:4-91 only authorizes emergency lights and siren for actual emergencies or pursuit of suspects — not for an expired inspection sticker. This was a false use of emergency authority.

4. He lied and told me I was being stopped for “probable cause” — a term that belongs only to crimes — then changed his story to “no inspection sticker,” which he could not have seen from behind my vehicle. Multiple lies on-the-record lies.

5. He falsely wrote on both tickets and reports that the stop occurred in Glen Ridge when dispatch recordings and the towing receipt prove it happened in Montclair. Falsifying official government documents.

6. He ordered my private conveyance towed from Montclair — a town where he has zero lawful authority — without a warrant, no consent, no exigent circumstances, and no completed impound paperwork. This is theft under color of law and a 4th Amendment seizure violation.

7. The tow report is blank in every required field: no tow driver name, no inventory, no signature, no copy given to me — direct violation of Glen Ridge PD’s own Motor Vehicle Impound & Inventory SOP.

8. My handicap placard was clearly displayed. He knew I was disabled, yet forced me to walk home miles in the dark. Violation of the Americans with Disabilities Act Title II and basic duty to render aid.

9. He left perishable groceries in my vehicle for seven days because I had no ride — intentional destruction of private property.

10. He wrote two $55 tickets in a town where he had no jurisdiction, then marked “B” (Black) on the citation with no law-enforcement purpose — clear racial designation in violation of the NJ Law Against Discrimination and AG Directive 2021-6 (biased policing).

11. He repeatedly lied to me, a member of the People, about the law, about the reason for the stop, and about my rights.

12. Every act listed above was an unauthorized exercise of official functions that he knew (or should have known) was unauthorized — the exact definition of Official Misconduct under N.J.S.A. 2C:30-2(a).

These are not “mistakes.” These are intentional, willful trespasses against the People by a public servant who forgot that he works for us — not the other way around.

The Internal Affairs Policy & Procedures, which every agency in New Jersey is required to follow, demands that the following charges be SUSTAINED by a preponderance of the evidence (the much lower standard that applies to administrative discipline):

• Official Misconduct (N.J.S.A. 2C:30-2)

• False Reports / Untruthfulness (mandatory reporting to Prosecutor required — IAPP §9.10.3)

• Extraterritorial Enforcement Without Jurisdiction

• Racial Profiling / Differential Treatment (IAPP §2.2.2(f))

• Americans with Disabilities Act Violation

• Fourth Amendment Unreasonable Seizure

• Theft Under Color of Law / Conspiracy to Deprive Property

• Conduct Unbecoming a Public Servant

• Neglect of Duty / Failure to Follow SOPs

Under AG Directive 2021-6 (Major Discipline), any sustained finding in the above categories triggers mandatory public reporting by name, including termination, demotion, or suspension greater than five days.

I demand that the Glen Ridge Police Department immediately:

1. Sustain every charge listed above,

2. Impose major discipline up to and including termination,

3. Refer Sgt. Mazza back to the Essex County Prosecutor for criminal official misconduct charges,

4. Vacate the unlawful tickets and refund every penny I was extorted to pay, plus interest,

5. Publicly report the final discipline by name as required by law.

I am not a “customer.” I am not a “civilian.” I am one of the People — the true sovereign — and you all work for me. Your oath was to the Constitution, not to each other.

You have 10 days to correct this trespass or I will escalate this matter to every lawful remedy available under the New Jersey and United States Constitutions.
