Statement of Legal and Constitutional Violations
This issue stems from a February 24, 2025 traffic stop conducted by Sergeant Anthony D. Mazza of the Glen Ridge Police Department, who pulled over Naomi Johnson for allegedly failing to stop at a stop sign without probable cause or articulable suspicion of a crime. During the stop, Naomi Johnson asked Sgt. Mazza to state the purpose of the stop and whether she had committed any crime. Instead of providing a lawful justification, Sgt. Mazza questioned how Naomi knew the term “articulable suspicion,” then stated that he stopped her based on “probable cause.”
Under constitutional law, in order to lawfully detain or stop one of the People, a public officer must have a reasonable, articulable suspicion supported by facts indicating that the individual has committed, is committing, or is about to commit a crime. Sgt. Mazza had no such basis. He demanded Naomi’s driver’s license, registration, and insurance, even though she had not committed any criminal act—a violation of her constitutional protections against unreasonable seizure and compelled compliance without due process.
After unlawfully ordering the tow of Naomi’s private conveyance on the claim of “unregistration,” Sgt. Mazza failed to make any accommodation for her medical disability. Despite visibly identifying that Naomi is a disabled woman—as indicated by the handicap symbol on her license plate—he allowed her to walk home alone rather than offering assistance, contacting a supervisor, or arranging safe transportation. This conduct further constitutes a violation of the Americans with Disabilities Act (ADA), Title II, and reflects deliberate indifference to her civil and human rights under federal and state constitutional law.
Naomi Johnson submitted a Motion to Dismiss, Notice to Show Cause, Challenge of Jurisdiction, and other supporting documents, despite not being required to appear in court under the terms of her traffic citation. Nevertheless, the Glen Ridge Municipal Court issued an unlawful warrant in Naomi’s name for failure to appear.
Naomi has refused to relinquish her constitutional rights and is actively defending them against actions by the Glen Ridge Court and Glen Ridge Police Department, which are attempting to usurp her lawful protections. Additionally, Sgt. Anthony Mazza recorded Naomi’s race on the traffic ticket, raising serious concerns of racial profiling and demographically based discrimination, which contributed to unfair and potentially unlawful treatment under both federal and state civil rights laws.
The Public Officials, Public Servants, and Agency Overseers to whom I wrote to intervene in this unlawful action against me ignored my communications. No response was received. The people elected these government agents to provide services in accordance with their constitutional and fiduciary obligations, yet they failed in their duty to act.
The public officials, including the MVC Commissioner, judges, police officers, prosecutors, clerks, and other government servants, take an oath to uphold and protect the United States Constitution and the New Jersey Constitution, not statutes, codes, regulations, policies, or administrative rules. Any reliance on administrative law or statutory mandates as justification to override the Constitution is ultra vires and unconstitutional. The Municipal Traffic Courts and the MVC regulatory framework, as applied to private individuals for non-commercial conveyance, are unconstitutional and lack proper jurisdiction.
The Preamble to the United States Constitution, as well as the Declaration of Independence, articulates that the people are sovereign, and that government derives its legitimate power from the consent of the governed. By contrast, the MVC, traffic courts, and police agencies presume authority over individuals without consent, violating principles of natural law, common law, civil liberties, and human rights, as recognized in Magna Carta, Blackstone’s Commentaries, and the Articles of Confederation.
Government agents, including Sgt. Anthony Mazza, Lt. Timothy Faranda, Detective Sgt. Daniel Manley, Prosecutor Elizabeth Brewster, Judge Mark Clemente, and Administrative Clerk Denise C. Landolol, owed a fiduciary duty to protect my rights as a private woman and beneficial owner. They were required under their constitutional oath to act in accordance with the law, civil liberties, due process, and the ADA, ensuring public safety and justice, yet each breached that duty. In Municipal Courts that invoke administrative lacks check and balance.
Specifically:

Police Officers (Sgt. Mazza, Lt. Faranda, Sgt. Manley): Violated the Americans with Disabilities Act (ADA), failed to provide safe accommodation, coerced compliance under duress, and engaged in administrative overreach in violation of 42 U.S.C. §1983, natural law, and common law protections.

Judges (Mark Clemente) and Prosecutors (Elizabeth Brewster, Essex County Prosecutors): Presumed jurisdiction without lawful basis, ignored repeated notices and motions to show cause, violated due process under the Fifth and Fourteenth Amendments, and acted contrary to principles of public law, natural justice, and maxim of law (e.g., “Fiat justitia ruat caelum”).

Landolol, Trish Little, Tisha, Michael Zichelli): Failed to respond to certified notices, failed to process claims, and ignored fiduciary duties owed to me as a private citizen. This represents a breach of trust, administrative law violations, and violation of civil rights.

Regulatory Agencies (MVC, NJ Department of Treasury, NJ Attorney General, DOJ Disability Rights Section, FTC, CFPB): Ignored proper complaints, failed to ensure compliance with federal and state law, and refused to provide constitutional protections owed to individuals, violating federal civil rights, treaties, and doctrines of supremacy and public trust.
