I, Naomi Johnson, a living woman, of sound mind and over the age of majority, residing in the State of New Jersey, do hereby solemnly affirm, declare, and state under penalty of perjury pursuant to 28 U.S.C. § 1746 that the following facts are true and correct to the best of my knowledge and belief:

  1. Introduction and Background of Incident: On February 24, 2025, I was subjected to an unlawful traffic stop by Sergeant Anthony D. Mazza of the Glen Ridge Police Department in Glen Ridge, New Jersey. Sgt. Mazza pulled me over for allegedly failing to stop at a stop sign, without probable cause or reasonable articulable suspicion that I had committed, was committing, or was about to commit a crime, as required under the Fourth Amendment to the United States Constitution and relevant Supreme Court precedents such as Terry v. Ohio, 392 U.S. 1 (1968).
  2. During the stop, I inquired as to the purpose of the detention and whether I had committed any crime. Instead of providing a lawful justification, Sgt. Mazza questioned my knowledge of the term "articulable suspicion" and claimed the stop was based on "probable cause," which was unsubstantiated by any facts. He then demanded my driver's license, registration, and insurance, despite no criminal act having been committed, constituting an unreasonable seizure in violation of my Fourth Amendment rights and due process under the Fifth and Fourteenth Amendments.
  3. Sgt. Mazza unlawfully ordered the towing of my private conveyance on the pretext of "unregistration," without my consent or lawful authority. Despite visibly noting my disability—as evidenced by the handicap symbol on my license plate—he failed to accommodate my medical needs, forcing me to walk home alone without offering assistance, contacting a supervisor, or arranging safe transportation. This conduct violated Title II of the Americans with Disabilities Act (ADA), 42 U.S.C. § 12131 et seq., and demonstrated deliberate indifference to my civil and human rights under federal and state law.
  4. Sgt. Mazza recorded my race on the traffic ticket, raising concerns of racial profiling and discrimination under federal civil rights laws, including 42 U.S.C. § 1983, and state equivalents.
  5. Following the incident, I submitted a Motion to Dismiss, Notice to Show Cause, Challenge of Jurisdiction, and supporting documents to the Glen Ridge Municipal Court, despite the traffic citation not requiring my appearance. The court unlawfully issued a warrant for failure to appear, usurping my constitutional protections.
  6. I have refused to relinquish my constitutional rights and am defending them against the actions of the Glen Ridge Municipal Court and Police Department. The Municipal Traffic Courts and Motor Vehicle Commission (MVC) regulatory framework, as applied to private non-commercial conveyances, lack jurisdiction and are unconstitutional.
  7. The Preamble to the United States Constitution and the Declaration of Independence affirm the sovereignty of the people, with government deriving power from the consent of the governed. The actions against me presume authority without consent, violating natural law, common law, civil liberties, and human rights as articulated in the Magna Carta, Blackstone's Commentaries, and the Articles of Confederation.
  8. Government agents, including Sgt. Anthony D. Mazza, Lt. Timothy Faranda, Detective Sgt. Daniel Manley, Prosecutor Elizabeth Brewster, Judge Mark Clemente, and Administrative Clerk Denise C. Landolol, owed me a fiduciary duty as a private woman and beneficial owner. They breached this duty by violating constitutional oaths, due process, and the ADA.
  9. Specific Violations by Categories:
    • Police Officers (Sgt. Mazza, Lt. Faranda, Sgt. Manley): Violated the ADA by failing to provide accommodations; coerced compliance under duress; engaged in administrative overreach in violation of 42 U.S.C. § 1983, natural law, and common law.
    • Judges (Mark Clemente) and Prosecutors (Elizabeth Brewster, Essex County Prosecutors): Presumed jurisdiction without basis; ignored notices and motions; violated due process under the Fifth and Fourteenth Amendments; acted contrary to maxims of law such as "Fiat justitia ruat caelum."
    • Administrative Clerks and Government Servants (Denise C. Landolol, Trish Little, Tisha, Michael Zichelli): Failed to respond to certified notices; ignored fiduciary duties; violated civil rights.
    • Regulatory Agencies (MVC, NJ Department of Treasury, NJ Attorney General, DOJ Disability Rights Section, FTC, CFPB): Ignored complaints; failed to ensure compliance with federal and state law; violated supremacy clause and public trust doctrines.
  10. These actions violate federal questions including due process, equal protection, civil rights under 42 U.S.C. § 1983, ADA compliance, and constitutional supremacy; maxims of law such as "No one is above the law"; historical authorities like Marbury v. Madison, 5 U.S. 137 (1803), and Cooper v. Aaron, 358 U.S. 1 (1958); natural and common law principles; and commercial/private law under UCC without consent.
