Dear Custodian of Records,

This letter serves as formal notice of my OPRA request, pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. I hereby request certified copies of the following public records, maintained by Glen Ridge Municipal Court, Borough of Glen Ridge, or related government actors, covering the period from January 2025 to present unless otherwise specified.

Failure to respond within seven (7) business days is a violation of my statutory rights and may constitute a crime under Title 28 U.S.C. § 951 and other applicable law.

4. Court records relating to traffic citations, warrants, and financial accounts associated with my case.

5. Internal communications regarding my case, including emails, memos, or notes.

6. Policies, manuals, or standard operating procedures governing issuance of citations, warrants, and handling of ADA accommodations.

7. All forms, templates, or documents used to issue traffic citations, bench warrants, or related court orders.

1. Records of all written complaints, disciplinary actions, or internal investigations.

2. Copy of traffic tickets issued by Anthony Maza from January 2025 to present.

3. Police manual, operational procedures, or training documents applicable to traffic enforcement and interactions with private citizens.

1. Copies of all documents, memos, or communications establishing authority of Glen Ridge Police or Municipal Court over private citizens operating non-commercial vehicles, including references to N.J. Title 39, 49 CFR, and other applicable statutes.

2. Internal guidance showing jurisdiction over natural persons / private citizens.

3. “Certified copy of all exculpatory evidence relating to any alleged injury or harm purportedly caused by Naomi Johnson, together with a sworn affidavit from the alleged injured party, or in the alternative, a duly executed and binding contract showing consent of said party.”

4. Manuals, training documents, or directives explaining application of traffic enforcement and bench warrants on non-commercial private citizens.

5. Any internal or public guidance on ADA compliance and accommodations for traffic stops and towing.

7. Additional Public Records

1. Any Foreign Agents Registration Act (FARA) filings applicable to actors in my case.

2. Administrative Procedures Act manuals, Administrative Law Manuals, or other governing documents applicable to all actors listed above.

3. Insurance provider names and bond amounts for all listed government actors.

4. Any prior complaints, investigations, or disciplinary records involving the judge, prosecutor, court administrator, or police officer in relation to my case.

It is my fundamental right to obtain access to and certified copies of these public records pursuant to OPRA, N.J.S.A. 47:1A-1 et seq. Please provide the requested records in certified form to the address above. If any part of this request is denied, please specify the statutory exemption claimed in writing.

I reserve all rights to pursue legal remedies, including complaints to the New Jersey Government Records Council, the Attorney General’s Office, or civil enforcement actions, if this request is not fulfilled.
