The only way to keep slaves as slaves, especially those
whom embraced their freedom after the Civil War was to convict them of some
kind of crime, this was implemented
on young Black boys and men, the 13th Amendment freed the slaves but it had a
clause 'EXCEPT' in it, which stated that 'Slavery had been abolished 'EXCEPT'
in a court of law where one is duly convicted of a crime, so you can imagine
what it was like for our men back This is what you call institutional
racism.
